Project Coordinator - Tawila - Sudan

Mission description  :

In Sudan, ALIMA aims to reduce mortality and morbidity among internally displaced persons (IDPs) and host communities in conflict-affected areas of North Darfur and, in West Darfur States. Specifically, the objective is to provide life-saving medical, nutritional, and emergency assistance to vulnerable populations in areas with high health and nutrition needs.

The intervention focuses on 3 key sectors: health, nutrition, and emergency response.

1- Access to quality primary and secondary healthcare, including WASH, sexual and reproductive health, and GBV services, is improved for displaced and host communities;

2- Prevention and treatment of malnutrition for children under five is strengthened in hotspots.

3- Support for local emergency response systems ensures readiness for crises such as outbreaks and new displacements.

ALIMA currently provides essential health services in Darfur State, which is severely impacted by conflict and displacement. Specifically, the project supports health facilities in the following localities:

• North Darfur: Tawila

Following the outbreak of conflict on April 15, 2023, ALIMA launched a two-year integrated health and nutrition program in South Kordofan and North Darfur, in partnership with GOAL and supported by ECHO. It should be noted that this ECHO contract was validated just at the start of the war, which led to a significant delay in the start of operations in El Fasher, North Darfur. Despite the closure of its Khartoum office, ALIMA maintained its operations in Kadugli and Reif Arshargi through national staff and coordinated remotely from ALIMA HQ in Senegal. In North Darfur, the recruitment process started in September 2023 and operations on the ground started in February 2024. ALIMA initiated life-saving nutrition interventions at the El Fasher Stabilization Center and later deployed mobile clinics to IDP gathering areas, adapting to shifting accessibility due to hostilities. In April 2024, Sudan’s coordination team relocated to N’Djamena, Chad, facilitating cross-border collaboration with clusters and other organizations. 

July 15, 2025 the El Fasher project was closed due to heightened insecurity following attacks from RSF, mass displacement towards Tawila, and mass casualties. The North Darfur project refocused all activities in Tawila, including responding to the cholera outbreak linked to the massive arrival of IDPs and lack of IPC.

In Tawila ALIMA is offering health and nutrition services in 6 OPD (Jamy East, Rwanda B, Shokshoko, Daba Nyara, Tawila Umda, Tebra Marara) and 1 IPD (Daba Nyara) in Tawila and Tebra Marar under support from ECHO and SHF. 

In April 2026, ALIMA set in place a structure and deployed staff to provide duty of care medical services to all humanitarian staff both national and international staff in Tawila.

ALIMA is managing 2 cholera treatments facilities (CTU and CTC) and ALIMA is managing the State cholera response preparedness supplies with the support from WHO and partners. ALIMA also is conducting SMC activities in Tawila to contribute to prevention of malaria. 

• West Darfur: Kulbus and Jebel Moon

In August 2025, an explo mission was conducted in West Darfur state. With the support of Unicef, ECHO and EDESIA, ALIMA is implementing health and nutrition programs in Kulbuls and Jebel Moon localities.

ALIMA is present in West Darfur and supports 5 PHCCs in Kulbus and 6 PHCs in Jebel Moon and 1 Hospital providing health and nutrition services with the support of Unicef, ECHO and EDESIA grants. ALIMA is conducting in collaboration with the health authorities, a SMART survey and SQLNS distribution activities are planned in Jebel Moon and Kulbus.

Security context : 

Since the conflict began on April 15, 2023, more than 15,000 people have been killed, and more than 10 million have been displaced, giving rise to the worst displacement crisis in the world. The International Organization for Migration's (IOM) Displacement Tracking Matrix (DTM) recorded approximately 138,194 individuals displaced from El Fasher and surrounding areas between October 2025 and March 2026 in North Darfur fleeing insecurity and violence in adjacent localities like Kebkabiya, Kernoi, Um Baru, At Tina, and Tawila. This has continued into early 2026, by a surge in destructive fires during March and April. Majority (66%) of IPD from El Fasher remain within North Darfur, with 650.000 IDPs in Tawila alone. DTM teams recorded an estimated 5,655,723 internally displaced persons across the entire Darfur region, accounting for 63% of all IDPs in Sudan: North Darfur with 1,540,892 IDPs, South Darfur with 1,844,359 IDPs and West Darfur with 362,187 IDPs. 

Some populations have fled to unstable areas in Chad, Ethiopia, and South Sudan. However, since SAF took control of the Khartoum area in March 2025 at least 800,000 returnees have returned to Sudan or to their original state. Mediation efforts have failed to produce results as the leaders of the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) refuse to halt the fighting, and regional and international actors have taken sides in the war.

The security situation in North Darfur is tense and unpredictable. This is a constraint for humanitarian access in many areas, limiting options to transport drugs and other medical supplies.

Project means (budget, HR, materials) : 

Fundings: the mission is supported by donors for providing health and nutrition services: 

• SHF for Tawila, North Darfur.
• ECHO for both West Darfur and North Darfur.
• Unicef in Jebel Moon and Kulbus in West Darfur.
• EDESIA for Nutrition survey and SQLNS distribution in Jebel Moon and Kulbus in West Darfur.

Staffing: The mission is composed of 19 international staff, 70 national staff under contracts. ALIMA provides incentives to more than 334 MoH staff in all intervention areas. 

Medical and logistics supplies are ordered internationally with the collaboration of the ALIMA Chad mission through MSF Supply and will be sent by road from N’Djamena to North Darfur. However, cross-border movements are fairly complex and costly. 

Priorities: 

• Security context follow up, analysis, safety and security of the project teams.
• Ensure the project implementation and compliance with the donor contracts and  requirements.
• Ensure operations deployment to new localities (Gerni, Katur, Kergnoi, Martal)
• Humanitarian context follow-up and analysis. Identify needs and contribute to proposals to secure additional funds for the project  with the coordination support
• Ensure ALIMA effective representation and coordination with the authorities and the humanitarian community 
• Ensure ALIMA procedures and policies are in place: supply procedures, HR policy, data protection, finance policies, including budget planning and follow-up etc, and strengthen compliance (Staff, partners, vendors)
• Raise awareness and compliance with ALIMA PSEA policy including feedback mechanism

Profile

• Experienced project manager with medical or paramedical background is an asset
• Experience in emergency response in a highly volatile context is a strong asset.
• Demonstrated experience in access negotiations
• Strong security management experience and skills.
• Strong capacity team management and capacity building.
• Strong communication skills in English is essential, French  and Arabic are asset.
